　　2024年4月22日下午，正在重庆考察的习近平总书记来到九龙坡区谢家湾街道民主村社区，走进社区党群服务中心，向社区干部询问这里都开展哪些便民服务、社区干部待遇怎么样、平时工作忙不忙等，详细了解近年来社区减负效果。

　　如何答好基层减负这道大题？年初以来，习近平多次深入基层一线考察，从乡村到社区，反复强调，明确方向。

　　从方向上“解题”——

　　“推动高质量发展、推进中国式现代化，必须加强和改进党的建设。”

　　这是一场需要自上而下、一体推进的攻坚。

　　2月，天津考察，习近平指出，各级领导班子和领导干部要树牢正确政绩观，持续整治形式主义为基层减负，引导广大党员干部真抓实干、开拓进取，全力推动党中央决策部署落实落地。

　　3月，湖南调研，习近平指出，党中央明确要求为基层减负，坚决整治形式主义、官僚主义问题，要精兵简政，继续把这项工作抓下去。

　　4月，重庆之行，习近平强调，为基层减负要明确权责，不能什么事都压给基层，基层该承担哪些工作，要把职责事项搞清楚。

　　关键之年答好“关键之题”，习近平态度鲜明，彰显出新征程持之以恒抓好作风建设的坚定决心。

　　整治文山会海、统筹规范督查检查考核、纠治“指尖上的形式主义”“工作简单化一刀切”……在以习近平同志为核心的党中央坚强领导下，各地区各部门持续发力，解决了一批形式主义、官僚主义突出问题。

　　当前在全党开展的党纪学习教育，是加强党的纪律建设、推动全面从严治党向纵深发展的重要举措。

　　在新时代推动西部大开发座谈会上，习近平再次明确，“巩固拓展主题教育成果，抓好党纪学习教育，持续整治形式主义为基层减负。”

　　如今，党中央把解决形式主义突出问题和为基层减负结合起来，作为党的作风建设重要内容统筹谋划、一体推进，成为全面从严治党的新实践。

　　从机制上“解题”——

　　基层减负，既要有全局擘画，又要完善制度机制，形成合力。

　　5年前，也是在重庆，习近平在考察时指出，“要坚决整治形式主义、官僚主义，让基层干部从繁文缛节、文山会海、迎来送往中解脱出来。”

　　这一年，正是党中央确定的“基层减负年”。从这一年起，每年听取整治形式主义为基层减负年度工作情况报告，成为了中央政治局的重要事项。

　　从《关于解决形式主义突出问题为基层减负的通知》提出一系列举措，到建立中央层面整治形式主义为基层减负专项工作机制，再到建立为基层减负反面典型案例通报曝光等机制……“组合拳”推动基层减负工作走深走实。

　　最新修订的《中国共产党纪律处分条例》将“违反精文减会有关规定搞文山会海”“在督查检查考核等工作中搞层层加码、过度留痕，增加基层工作负担”等行为纳入处分范围；《关于加强社区工作者队伍建设的意见》在“深化减负增效”部分明确提出，建立健全社区工作事项准入机制和动态调整机制，规范社区组织的工作事务、机制牌子和证明事项。

　　一年一个台阶，一步一个脚印。党中央出“重拳”整治，让基层干部们身上的担子得以减轻，也让每一位基层干部更加坚定了工作信心。

　　从实干上“解题”——

　　习近平对减轻基层负担的关切，是为了让基层把更多时间用在抓工作落实上来，更好为人民群众服务。

　　生活在谢家湾街道民主村社区的居民们，近年来深切感受到了当地基层减负工作取得的成效——聚焦“一老一小”等重点群体需求，社区开展网格化管理，为居民提供精细化服务，借助“一表通”智能报表实现全面减负。

　　近年来，为进一步深化整治形式主义为基层干部减负，各省市立足实际、综合施策——

　　上海出台《关于进一步为居村组织减负的若干措施》，开展减证明、减系统、减考核、减挂牌“四减”行动；山西围绕推进线上线下深度融合、推动线上政务服务“只登一张网、一网通办、一次不用跑”；湖北武汉市扩大政务平台系统数据整合范围，推动33个日常使用频率较高的系统分批次在平台上整合，做到填报一次信息、多个终端共享、多次填报共用……各地针对基层减负创新探索、出实招，减到“实处”、减出“实效”，推动形成更加浓厚的实干氛围。
